In January, prices on mailings will increase an average of 2.133%, and other increases such as address correction and permit application fees have also been approved. The current 44 cent rate for a first class stamp has been in effect since 2009 and will increase to 45 cents under the new rules. Postcards will increase 3 cents, and the cost international mail will get rise 5 to 7 cents depending on the destination. The largest increase affects first-class parcels-they will increase nearly 11%. The following chart breaks down the major fee increases being proposed by the USPS.

Classification Changes
Additionally, the USPS has proposed classification changes for some types of mail, which include breaking down the Non Flat Machineable (NFM)/Parcel classification into three distinct classifications, and adding a new Mixed ADC class to the Outside County category. The proposal also includes changing some weight categories and eliminating some discounts.
All of the proposed classification changes are listed in the October 24, 2011 Federal Register notice. The comment period for these changes closes on November 23, 2011.
